Opportunity

The Assistant Director of Human Resources reports to the Human Resources Director of the City of Fort Worth’s entire enterprise system. As one of three Assistant Directors of Human Resources, this position has accountability for leading the City of Fort Worth’s Human Resources’ Talent Acquisition, Talent Development, HRIS and Human Resources Business Partners initiatives.  The successful candidate will have strong Human Resources Generalist and Leadership skills and be responsible for developing, mentoring and leading a team of Managers and HR business partners.

The next Assistant Director of Human Resources, in addition to possessing strong HR Generalist and Leadership skills, must be a 
collaborative, innovative, analytical, persistent, patient and results-oriented leader, who is adept in operating in a fast-paced enterprise. The City of Fort Worth seeks a dynamic, and forward-thinking HR Leader, who applies creativity and business acumen to build and execute high impact vision and strategy.  As a collaborative leadership team player, the successful candidate will partner across the City’s Department Leadership, as well as with HR colleagues, to identify and develop key initiatives. 

  • Leads, develops and mentors the HR team reporting to the role, such that all policies, laws and regulations are well adhered to and followed.
  • Drives effective leader, manager, supervisor and employee communication and engagement initiatives.
  • Leads in the development of “state of the art” Talent Acquisition strategies that improve metrics (such as “time to fill”), streamlines processes, and reduces vacant positions.
  • Identifies best practices for accountability and appropriate reporting metrics that support the business goals/objectives from a HR perspective.
  • Works collaboratively with the other members of the HR Director’s team, on pertinent matters such as employee relations, compensation, benefits, risk management, etc.
  • Implements and coordinates effective employee management systems, processes and standards in accordance with business strategies and with federal, state and city regulatory requirements.   
  • Provides staff assistance to the Human Resources Director, participating in appropriate boards, commissions, committees and preparing staff reports and other necessary correspondence.

Desired Candidate Qualifications/Experience/Attributes

  • Bachelor’s degree and at least 5-8 years of General Human Resources leadership experience.  Will consider candidates with public or private sector experience.
  • Strong leadership/technical experience in implementing/managing Talent Acquisition, Talent Development/Talent Management/HRIS programs. 
  • Must have HR generalist experience and in directing managers/senior HR professionals. 
  • Must possess proven experience and ability to drive and implement successful HR programs across the enterprise.  Also, must be able to articulate and substantiate how this process was conducted/completed. 
  • Must possess a solid understanding and experience with the principles/practices of human resources management and administration, program development and administration.
  • Operates with a strong sense of urgency, possess detailed and analytical orientation.
  • Displays high integrity, is self-motivated, independent minded and possesses strong self-awareness. Must have vision, creativity and a desire to “get the job done”, no matter what the obstacles are.
  • Possess strong Listening, Critical Thinking, Attention to Detail, Emotional Intelligence and High Influential skills.
  • Must be Agile, Flexible, and Resilient, possess good level of confidence and not be easily intimidated.  Must possess Persistence but maintain Patience.
  • Proficient in quickly building credibility and effective relationships and working collaboratively with the City’s departmental supervisors and stakeholders, in order to effectively improve and maintain employee morale and operational performance.
  • Possess Strong Problem Solving and Conflict Resolution Skills.
  • Possess strong Customer Service orientation with the ability to manage multiple projects and identify opportunities for change and flexibility in a regulatory environment. 
  • Superior ability to multitask and remain organized/pragmatic.
  • Possess exceptional interpersonal, presentation, negotiation and verbal/written communication skills.
  • Comfortable with ambiguity and understanding the nuance and “dealing with grey” situations.  Must be able to understand and effectively navigate those situations.
  • Must be able to operate both tactically (“hands on”) and strategically and be capable of supporting the development of a compelling people and engagement strategy. 
  • Possess “political” savvy, and a progressive mindset.
