Position: Waste Water Systems Superintendent (Village Creek Water Reclamation Facility)


Reports To: Assistant Director of Plant Operations


Direct Reports: Assistant Water Systems Superintendent (direct report) and indirect reports
consist of four (4) Waste Water Systems Specialists, two (2) Environmental Control Staff
Members, one (1) Professional Engineer, one (1) Operations Training Staff Member


Location: Fort Worth, TX (eastern city limit-near Arlington border)

The City of Fort Worth’s Water Department is responsible for providing safe and reliable water and wastewater service with environmental integrity. Fort Worth has a total treatment capacity of 500 million gallons per day for drinking water and 166 million gallons per day for wastewater; with five water treatment plants and one reclamation facility. There are more than 3,336 miles of pipe in the water distribution system and 3,266 miles in the collection system. The system serves more than 1.2 million people in Fort Worth and surrounding areas, which include 30 water wholesale customers, 23 wastewater wholesale customers and three wholesale reclaimed water customers. On average, the Water Treatment Plants produce 200 million gallons of water daily and the Wastewater Plant treats 120 million gallons of wastewater daily.

General Summary

The City of Fort Worth is seeking to fill the position of Wastewater Systems Superintendent at the Village Creek Reclamation Facility. The person in this position will possess strong management and leadership skills required to plan, direct, manage and coordinate the operational and process control activities of a 166MGD water reclamation plant. This role directs the day-to-day operations of the Village Creek Water Reclamation facility (as noted
above, the facility is located in the eastern part of Fort Worth, near the Arlington city border) and collaborates with other sections including maintenance and Instrumentation/Electrical sections, as well as other divisions, departments, consultants and outside contractors to ensure that the plant is operated efficiently, in compliance with all applicable regulations, and within established budget. The position also provides technical advice and complex administrative support for the Assistant Water Director and ensures that modern, safe, effective, and efficient practices are utilized by plant personnel, as well as establishes accountability measure consistent with Department and Citywide goals and initiatives.

Responsibilities

  • Manage, supervise and coordinate assigned activities and operations related to Wastewater Treatment processes.
  • Develop, implement, and manage annual sectional budget. Note: The Wastewater’s operating budget is approximately $10 million. The person in this role will participate in the entire budget for the Village Creek unit, which is approximately $32 million.
  • Monitor and evaluate the quality, responsiveness, efficiency and effectiveness ofassigned wastewater programs including treatment, reuse water system, plant odor control and operation of wet-weather high rate clarification and peak flow storage facilities.
  • Provide leadership and guidance to key personnel as part of professional development through the administration of an effective training program.
  • Assure the quality of wastewater produced meets regulations set by federal, state and local agencies, and ensures stability and quality standards of biosolids.
  • Ensure timely and accurate completion of required Discharge Monitoring Reports (DMRs) and Monthly Effluent Monitoring Reports (MERs).
  • Record and maintain detailed information on the operation of the wastewater plant and compare the results with goals, regulatory and environmental standards.
  • Prepare and present staff reports and other necessary correspondence; serve as representative on variety of boards, commission and committees.
  • Conduct a variety of organizational investigations and operational studies; recommends modifications to wastewater programs, policies and procedures as appropriate.
  • Ensures that all processes are evaluated for efficiency and works with other members of the management team to ensure continuous operations and transitions during maintenance and construction activities.
  • Coordinates activities with other divisions, departments, outside agencies and contractors.

Education/Experience 

(Minimum Job Requirements)

  • Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, environmental science or related field. Note: may consider non-degreed candidates, provided they possess more years of experience than the minimum number of years indicated below.
  • Possess at least six years of increasingly responsible experience in wastewater collections, treatment operations and maintenance, including at least two years of administrative/supervisory responsibility.
  • Possess a level of work experience at a water reclamation facility of at least 50 MGD or more.
  • Possess a valid Texas Driver’s license.
  • TCEQ Class A Wastewater Treatment Operator License will be required at time of application. Candidates outside the State of Texas will be required to obtain the appropriate license as outlined above through reciprocity, within six (6) months of employment.
